[8u-dev] Request for Approval to Backport: 8187658, 8188855: Bigger buffer for GetAdaptersAddresses

Hello!

I'd like to backport these two fixes that improve robustness of network 
code on Windows in certain situations.
The unshuffled patches apply cleanly.
The patched JDK8u was successfully built and all the network-related 
regression tests pass.
