Hi,

I'd like to get approval to backport to jdk8u:

8035751: Clean up Visual Studio detection logic

This imports cleanly (and we need to rebuild and commit 
generated-configure.sh).

8035751 has a follow-on bug:

8039030: 9-dev windows-i586 build failed with mktemp: command not found

..which was a build failure affecting some systems (with a hash in the 
path, e.g. for F#).

This one also imports cleanly to 8u.  I will push these together if 
approved.
