[8u-dev] Request for Approval: 8212914: Test javax/imageio/plugins/bmp/BMP8BPPLoadTest.java fails

Background: 

This issue is a kind of regression introduced in 8u202 b01 due to JDK-8182461. 
During JDK-8182461 there was a test case added , test case had a dependency on input file "BMP8BPPLoadTest.PNG", during push this was missed

Currently issue will fix this problem.
Kindly approve for 8u-dev push.
