[8u-dev] RFA: 8059038: Create new launcher for SA tools

Hi,

Please approve this JDK 8u backport of launchers for SA tools, clhsdb
and hsdb. The 8u patch has been reviewed by Kevin Walls and Andrew
Hughes[1]. It's different from the JDK 9 patch because JDK 9+ have a
single launcher for SA tools whereas JDK 8 has many different launchers
for SA tools. This patch follows the JDK 8 model.

Testing: New basic jtreg tests verifying that launchers exist and work.

I intend to create a bug for updating docs for those launchers once
this is approved and pushed.
