[8u-dev] Request for approval to backport: 8176183: sun/security/mscapi/SignedObjectChain.java fails on Windows

Hello!

I'd like to backport this test fix, as the test was seen to fail in JDK 
8u-dev with the same symptoms.
The patch applies cleanly (minus the PromlemList portion, which is not 
relevant).
