[8u] RFA 8189170: Add option to disable stack overflow checking in primordial thread for use with JNI_CreateJavaJVM

Hi Sean!

I have received CCC approval for this new option. I have discussed the 
issue with David Holmes and for now there is no plan document this in 
any version of the JDK.
