RFA: 8206425: .gnu_debuglink sections added unconditionally when no debuginfo is stripped

Please approve this JDK 8u-only fix. It fixes an issue where
.gnu_debuglink sections are wrongly generated for binary files where no
debuginfo is being stripped at all. The patch has been reviewed on
build-dev.
