[8u] Request for enhancement backport approval for CR 8196108: Add build support for VS 2015/2017

Hi,

I'd like to get enhancement backport approval to backport to jdk8u:

8196108: Add build support for VS 2015/2017
https://bugs.openjdk.java.net/browse/JDK-8196108

This continues to widen the range of compilers acceptable to build 
jdk8.  This change lets us start a VS2017 build, will need further work 
on making the build complete.

This backport change is now out for review on build-dev.

No changes are suggested regarding what is officially working or 
supported at this time.
