RFA: 8205104: EXTRA_LDFLAGS not consistently being used

Hi,

Please approve this 8u-only change for the hotspot build where
EXTRA_LDFLAGS aren't correctly passed down to all library builds. The
build system changed in 10+ and isn't applicable there.
