[8u-dev] RFA to backport : 8165463, 8198898

Hello!

I'd like to backport these two fixes to jdk8u-dev:

8165463: Native implementation of sunmscapi should use operator new 
(nothrow) for allocations
8198898: Compilation errors in jdk.crypto.mscapi with VS 2017

The (unshuffled) patches apply cleanly, and the build/testing go fine.
