Hi,

I'd like to request approval to push a backport of:

It's actually a clean backport/import, except the change of 
DATE_WHEN_GENERATED which is a date, which I set to the current time 
when I built this change recently.

This bug hits people building on Windows on certain versions of cygwin, 
and builds fail with a really quite obscure file not found error which 
appears to make no sense, then you find JDK-8027584.  Yes you can "bash 
configure --disable-ccache" and carry but I don't think everybody should 
need to know that every time.  8-) The change lets me build OK on my 
laptop where I previously hit that problem, and in JPRT runs on all the 
jdk 8 platforms.
