Please allow backport of "Generated javadoc scattered all over the plac" to jdk8

Hi!

This was proposed long time ago into JDK8, however never reached it asjdk9 was in development. It
was pushed into it, and with small  changes over 10 ad 11 lives up to now.

We are keeping this pacth locally in rpms for jdk8, and as fas as I can tell, the zipped javadoc is
useful and used thing/ From my view, it is missed in jdk8.

Can I kindly ask for considering it as enhancement update for jdk8u?
