[8u-dev] Request for approval : 8209862: CipherCore performance improvement

JDK-8207775 introduced some performance regression. I'd like to push 
this fix which should help minimize the performance hit. I've had 
feedback from performance team to indicate good results.

The JDK 12 patch applies cleanly (after path modification). This patch 
was also pushed to 11.0.2.
