[8u-communication] JDK 8u202 planning

As per previous communications [1], Oracle doesn't plan to contribute
further changes to JDK 8 Updates in this OpenJDK Project beyond
January 2019.

8u202 is proposed to be the last Oracle led release for this OpenJDK
Project. A proposed timeline is as follows :

   - July 2018                   8u-dev forest begins collecting 8u202 fixes
   - Mid October 2018    RampDown 2
   - Mid January 2019     GA

With the January 2019 release approaching the stabilization phase, fixes
in the master jdk8u forest on or before October 23rd will automatically
get included in the January 8u202 release. If I hear no objections to the
proposed timeline, I'll publish them on the Project page next week.

While the January release ramps down for stabilization, discussion on this
mailing list can move to how best to transition this Project to a new set
of maintainers.
