All I have to add to Andrew's response is to simply point out that it is
OpenJDK that is the reference implementation, not Oracle JDK.

We would be more than happy for Oracle to contribute to the OpenJDK
project as others do. If they instead choose to work in isolation, then
that is their choice to diverge from OpenJDK.

Those of us working on the OpenJDK 8u and 11u releases the last few
months have strived to do our best to work to a common base and continue
to contribute any fixes that originate downstream to the upstream code
base. Historically, the primary reason "dozens or more additional
changes" have accumulated in downstream builds is because it has been
difficult to get them included upstream.
