[11u, 8u] Updated Wiki pages

Hi,

I have now finished an overhaul of the Wiki pages for OpenJDK 8 [0] and 11 [1] updates. I implemented some feedback that I’ve gotten.

The main goal for the entry pages is to have all important information at hand while also helping (new) contributors to get an understanding of what to do if they were to contribute.

So I extracted technical/process detail information to separate pages [2], [3] and link to it from the “General information” section. I enriched the technical/process detail pages with a checklist for things to do in the release cycle of an update release to be used by release engineers. This is still work in progress.
I also added a small section about “Contributing” which points to a more detailed recipe of things to do [4] (suggested by Aleksey).

The rest of the information should be pretty up to date. I added a “Releases” section with links (to source, binaries, filters etc.) for the April releases 8u212 and 11.0.3.
