The obvious question that arises from this for me is what about cases
where there is not yet any backport issues for a particular major
version, but the issue itself exists on that version? We've been adding
additional Affects values in order to capture the need for a backport.
It is indeed pretty clear that the issue affects a particular major
version if there are already backport issues in place.

Is there an actual objection to the addition of further Affects values
or is it just a case of not wanting '7', '8', etc. to be used because of
some historical interpretation of those values as being the initial GA
version of that release stream?
