[8u] RFR 8219244: NMT: Change ThreadSafepointState's allocation type from mtInternal to mtThread

Hi,

I would like to backport this patch to 8u.

This patch is trivial, it corrects mis-categorized allocation type.

This one-line patch does not apply cleanly, due to line shifts.
