[8u] Request for approved backport push: 8217896: Make better use of LCPUs when building on AIX

Hi,
As per step 8 of 
https://wiki.openjdk.java.net/display/JDKUpdates/How+to+contribute+a+fix 
and as a non-committer, please can I request a jdk8u committer to push the 
8u patch for the "approved" backport of 
https://bugs.openjdk.java.net/browse/JDK-8217896 .

I have built and tested this jdk8u updated patch on our AIX machines:
