That sounds about right. It means that public updates will be
available for at least that long. It may well be that some
organization will volunteer to support it for longer.

That is the road map! JDK 8 is the legacy version. I would advise all
individuals and organizations to have a transition plan to a later JDK
version in place well before 2023.
