8u242 now in RAMPDOWN; 8u & 8u-dev FROZEN for commits

As per the development process [0] and timeline [1], 8u242 is now in
rampdown.
The 8u-dev tree is frozen for commits while it transitions to 8u252
development. Please do not push any commits to 8u-dev until the all
clear is given.
I'm in the process of triaging the Oracle parity bugs and will approve &
push any fixes that are ready to go. Any fixes still in development or
review will be deferred to 8u252. I'll post a full summary when this
process is complete.
The 8u tree is closed for commits until jdk8u242-b05 is tested and
pushed. This should happen within the next 24 hours. Once open, commits
will require the jdk8u-critical-yes label.
The 8u-dev tree will be re-opened once it is set to take commits for 8u252.
