8u-dev OPEN for 8u252 commits

All pending changes for 8u242-b05 have now been pushed.

8u-dev has been switched to openjdk8u252 and is now open for approved
pushes with the jdk8u-fix-yes label.

8u is still closed for now. Once 8u242-b05 is tested, this will be open
for pushes with the jdk8u-critical-yes label and b05 will be merged back
into 8u-dev.
