[8u-communication] Maintainer team update

With 8u202 now GA, it's time to update the jdk8u maintainer team.

I'd like to thank David Buck, Jeff Dinkins, Rob McKenna, Naoto Sato
and Dalibor Topić for their tireless work as JDK 8 Updates Project
maintainers over the past few years.

Since this Project will now be maintained by other contributors, I
now 'undelegate' that authority from them.

I will update this Project's Wiki page to reflect the changes.
