RFR: backport of 8213183: InputMethod cannot be used after its restarting

Hi all,

I would like to backport the following bug into jdk8u-dev:

https://bugs.openjdk.java.net/browse/JDK-8213183

The original changest applies cleanly other than the obvious name
changes and some line changes.
