CVF: New JDK Committer: Andrey Petushkov

Hi all,

I hereby nominate Andrey Petushkov (apetushkov) to JDK8u-dev Committer.

Andrey is part of the Azul Systems, Inc. JVM team and has already
contributed a few fixes into OpenJDK:

And he is working on the JFR backport, which consist of already
several patches under review.
