JBS Filters for JDK update work

Hello Langer.

About "Unapproved requests", it's better to use following search text.
   labels = jdk11u-fix-request AND labels not in (jdk11u-fix-no, 
jdk11u-fix-yes)
On current query, 2 jdk11u-fix-no are there, they are always displayed.
