8u/11u repo access and Jira changes

I suggest the same should be done with jdk8u.
There are 9 issues left: https://bugs.openjdk.java.net/issues/?filter=36394 I think these should be handled now that we can merge to jdk8u.

I also looked at the tags: There's no +0 tag in 8u (tag format looks a bit different there, anyway). So I suggest after jdk8u-dev was transported to jdk8u, it should be tagged jdk8u212-b1 in jdk8u.
