openjdk8u212 and openjdk11.0.3 code freeze/rampdown dates

Please note that it is jdk11u that is tagged, the changes are thereafter merged
to jdk11u-dev, so the tags happen to show up there, too.
jdk11u-dev contains changes targeted to 11.0.4.
