[jdk8u, jdk11u] Process update: Patch approval process for fixes after RDP2

FYI: The Wiki page for jdk8 updates now also mentions the new RDP2 process. It needs to be applied for fixes targeting 8u212 as of now.

Hi,

as discussed on the mailing list [0], we have updated our process for critical fixes that should go into the OpenJDK update release that is stabilized in jdk8u/jdk11u after RDP2 (such as 11.0.3 at the moment and 8u212 in a few days).

If a fix shall be brought to jdk8u/jdk11u directly, please use the labels jdk8u-critical-request/jdk11u-critical-request. The maintainer will then set jdk8u-critical-yes/jdk11u-critical-yes if the fix request is approved or jdk8u-critical-no/jdk11u-critical-no otherwise.

I’ve updated the Wiki page for the jdk11u updates project [1] accordingly and will do this for jdk8u next week, too.
