[8u] RFR 8170681: Remove fontconfig header files from JDK source tree

Thanks for looking this issue.
I've put the label ' jdk8u-fix-request' on JDK-8192854
It's not necessary to go jdk8u-critical-request. 8u222 is fine.

    This looks fine to me. You should flag the bug with jdk8u-fix-request to
    get it into 8u222.
    
    If you want it in 8u212, which has branched, use jdk8u-critical-request
    instead.
