Tag a build in jdk8u and merge to jdk8u-dev?

I would prefer to fix a tag, not a date.

So I would propose to either state that you freeze on the existing
tag jdk-11.0.3+5, or you announce on the 1st that you will
freeze on tag jdk-11.0.3+6 which I will push on the 3rd.

I think that the second is better because you announce in advance
what you will freeze -- if the 3rd is still in time for you.
