Tag a build in jdk8u and merge to jdk8u-dev?

Sounds fine for the tagging.

I agree to Goetz' point about announcing the freeze on a tag. So when we've done the tagging in both, jdk11u and jdk8u next week I guess this would be a good candidate for the freeze point.
