RFR: 8173910 [backport]: (fs) java/nio/file/FileSystem/Basic.java should conditionally check FileStores

I'd like to request a review for a backport of JDK-8173910 to jdk8u. The
original patch does not apply cleanly. A modified patch is provided here:

Note that this patch assumes prior backport of the patch for JDK-8176237
