[8u] RFR 8233404: System property to set the number of PBE iterations in JCEKS keystores

I'd like to have a review for the 8u backport of 8233404 [1].

Changes from JDK baseline patch:

 * Path changes

 * test/com/sun/crypto/provider/KeyProtector/IterationCount.java
  * Changed "OutputAnalyzer" and "ProcessTools" imports to
"jdk.testlibrary..."
  * Changed @library tag to "/lib/testlibrary"

 * Populated java.security change to java.security-<OS> files

Testing:

 * test/com/sun/crypto/provider/KeyProtector/IterationCount.java
  * Passes
