8u232 now in RAMPDOWN; 8u & 8u-dev FROZEN for commits

As per the development process [0] and timeline [1], 8u232 is now in
rampdown.

The 8u-dev tree is frozen for commits while it transitions to 8u232
development. Please do not push any commits to 8u-dev until the all
clear is given. I'll push any approved issues that have not yet been
pushed [2].

The 8u tree is closed for commits until jdk8u232-b05 is tested and
pushed. This should happen within the next 24 hours. Once open, commits
will require the jdk8u-critical-yes label.
