[8u] RFR: 8028431: NullPointerException in DerValue.equals(DerValue)

Hi,

Can I have a review for the 8u backport of 8028431 [1]?

We need this for parity with Oracle's JDK.

Applies cleanly except for the copyright date of DerValue.java (which
has a changeset from a more recent year).

It's a trivial changeset, with minimal risk.

Testing:

 * No regressions in sun/security/util (Test results: passed: 22).
