RFR(s): 8241638: [backport] launcher time metrics always report 1 on Linux when _JAVA_LAUNCHER_DEBUG set

This looks like a clean backport, except for eliminating some whitespace in java.c. The whitespace elimination might not show up if webrev is ignoring whitespace changes.

Anyway, being a clean backport, there's no need for an on-list review, you can just say it's clean in the Fix Request comment, along with an estimate of how risky the backport is. Looks straightforward and low risk to me.
