RFR: 8251886: Unable to use --disable-zip-debug-info on JDK8 Windows

Hi Andrew,
I've done a webrev for the backport of 
https://bugs.openjdk.java.net/browse/JDK-8025936
http://cr.openjdk.java.net/~aleonard/8025936/
Tests on the various platforms are all good. The original patch would not 
backport directly since it's quite old, but it didn't take too much to fix 
up. The main thing to add was the no_strip conditions.
I have added jdk8u-fix-request to the bug to backport. Would you be able 
to sponsor please?

Is this https://bugs.openjdk.java.net/browse/JDK-8025936?

It seems backporting that would also unify the handling of unpack.
