This looks incorrect.
The formatting is being changed on the 2015 Fiji line in australasia and a line
is removed from the copy of the europe file in the test tree.

Note that, although it doesn't affect this particular change, tzdata for 8u
needs to be converted to rearguard format, not simply backported.
I was planning to do tzdata2020c & tzdata2020d in one patch for this reason,
but I guess we can go with this one alone now.
Please review the revised webrev and then we can push.
