[8u] RFR: 8228434: jdk/net/Sockets/Test.java fails after JDK-8227642

Hi,

This is a follow-up, test-only patch to JDK-8227642 which I'd like to
get into 8u so as to align (with 11 and jdk/jdk) how the container
engine is being selected:

Property renaming: jdk.test.docker.command => jdk.test.container.command

Relevant bits to TEST.ROOT are not applicable to JDK 8 AFAICS.

Testing: Container tests on Linux x86_64 using docker and podman.
