We must find a way for organizations and individual contributors to
work without falling over each other. It should be possible for anyone
to see what releases are being targeted and what work is in progress.
And, of course, we don't want unnecessary overheads. In particular,
semi-casual developers should be able to contribute to a backport
release without having to learn much in the way of special processes.

I don't think we should exclude Skara as a solution to these issues.
It seems to have many of the features we need, and is the standard
OpenJDK workflow. I know of no reason that moving JDK 8u to Skara
would be any more difficult than moving anything else.

We operate on the principle of a broad consensus, and we also should
make sure that we don't end up with divergent processes for JDK 8 and
11. Whatever policy we decide on requires agreement between Red Hat,
SAP, and others.
