[JFR incubator] 8239867: correct over use of INCLUDE_JFR macro

Hi all,

I would like to push the following fix for 8239867:

When cleaning up I was overly zealous, the method is actually
referenced within jfr even when it's disabled from within an even
call, causing a compilation failure.
