8u252 Rampdown & JFR

Hi all,

First of all, a reminder that 8u is due to rampdown for 8u252 after this
Wednesday. Please make sure you either get any patches for that release
into 8u-dev over the next couple of days, or start targetting them for
8u262 (the July release) instead. Feel free to ping me if there's a fix
that's been missed and needs review/approval to make it in.

Thanks to Andrew Dinn for his comprehensive review of the JFR work. To
simplify the merge process for this, I propose to integrate it into this
rampdown process and the next as follows:

1. 8u & 8u-dev will be frozen for rampdown after Wednesday. Once the
appropriate changes are made in the bug database to switch 8u-dev to
openjdk8u262, I'll merge the JFR changes there before we open for work
on 8u262-b01.

2. JFR is currently enabled by default in the incubator. Once integrated
into 8u-dev, I'll disable it by default for the 8u262 release. This will
allow the code to be tested and fixed in mainline, but allow some grace
before it becomes part of a default build.

3. At rampdown for 8u262 (expected to be the end of May), I'll enable
JFR by default in 8u-dev for 8u272.

So, in short:

8u252, 2020-04-14: Ramping down now, ALPN + RSA-PSS changes for 8u M3
8u262, 2020-07-14: JFR integrated, but disabled by default
8u272, 2020-10-20: JFR integrated and enabled by default
