I'm not sure about making this jump. It means you're effectively
introducing a different target than backporting 8154313 would suggest.
Is 8168772 too unwieldy to backport? It seems a large patch, but mostly
confined to make/Javadoc.gmk and, on the positive side, backporting it
would make future changes easier.
Where is clean-docs-zip coming from? I don't see that in 9u at all.
