OperatingSystemMXBean backport to OpenJDK 8u261

Hi, Kyle,

8u261 is the designation for Oracle's 8u July 2020 release. Their 8u repos are private, and they do not post their patches. The equivalent OpenJDK 8u release designation is "openjdk8u262". In this case, Oracle has done a backport, but there is no OpenJDK backport (yet).
