[8u] RFR 8047765: Generate blacklist.certs in build

I would like to backport this patch to 8u, for parity with Oracle 8u271.

The original patch does not apply cleanly. Only conflicts were failing 
to remove following two files:

BlacklistedCertsConverter.java
blacklisted.certs.pem
