8u-dev OPEN for 8u262

The 8u-dev forest is now open for commits with jdk8u-fix-yes for the
8u262 (July 2020) release.

JFR has been merged and is disabled by default for this cycle. It will
be enabled by default for 8u272 (October 2020).
