[8u] RFR 8229868: Update Apache Santuario TPRM version

Hi,

Could I please have a review for this webrev, which simply updates the 
version number of Apache Santuario in each THIRD_PARTY_README? This 
follows "8219013: Update Apache Santuario (XML Signature) to version 
2.1.3", where the code itself was updated.
