Please don't add jdk8u-fix-request to bugs before they have been
reviewed.

The ProblemList addition was made by
https://bugs.openjdk.java.net/browse/JDK-8198333 which is in Oracle's
8u270 & 8u271. It would thus seem to make more sense to complete that
backport first and then this may apply cleanly.
