[8u] RFR: 8198334: java/awt/FileDialog/8003399/bug8003399.java fails in headless mode

Patch doesn't apply cleanly: changes to ProblemList.txt are not
applicable to 8u and were excluded, change to Test8173145.java depends
on JDK-8189656 [1] that is not in 8u, the only line from it that is
required [2] is included into proposed patch. Testing: checked that
changed test passes.
